Tourists wishing to visit the territory of the ICBC "Khorgos" (hereinafter referred to as the Center) can use:

2. Rules for entering the territory of the Center.
Entry directly into the territory of the checkpoint, where persons, vehicles, goods and goods are allowed to pass through the state border, is carried out only with specially issued passes, as well as one-time passes of the established sample.
Parking of passenger cars, freight PBX, as well as buses on the territory of the CHECKPOINT-1 Complex is paid and is carried out in places specially designated for the relevant categories of transport.
Persons arriving at the territory of the CHECKPOINT-1 Complex and heading to the entrance to the passenger terminal building, with a massive crowd of people, line up in specially designated places in front of the "B" Block of the CHECKPOINT-1 MFZ. The admission of persons to the territory of the checkpoint is carried out by the border patrol regime and the control of the security service in turn and in a certain amount, depending on the current capacity at that time.
Persons arriving at the territory of the CHECKPOINT-1 Complex as part of organized tourist groups, as well as persons with disabilities (upon presentation of a certificate), enter the passenger terminal building as a priority along a specially designated green corridor, accompanied by employees.
It is prohibited for persons to enter the territory of the checkpoint, including the passenger terminal building with luggage, with the exception of one hand luggage per person. The compliance of baggage with the norms of hand luggage is determined by a special calibrator at the entrance to the checkpoint by the security service.
The baggage of persons not allowed into the passenger terminal building for further movement to the Center is handed over to the baggage collection point on the territory of the CHECKPOINT-1 Complex and after customs control is carried out in accordance with the customs legislation of the Republic of Kazakhstan and the EAEU, it is issued at the baggage collection point on the territory of the Center. In case of detection of goods intended for commercial activity in the luggage at the request of an individual, the goods are returned or customs declaration is carried out in accordance with the selected customs procedure.
After entering the passenger terminal (Block "B" of the MFZ CHECKPOINT-1), persons pass through the storage hall, where the border patrol and security service pass persons in the direction of the customs and border control line in turn and in a certain amount, depending on the current capacity at that time.
Persons arriving as part of organized tourist groups, as well as persons with disabilities (upon presentation of a certificate) pass the storage hall in priority order along a specially designated corridor accompanied by employees.
The entrance to the Visitor Center is carried out through the passenger terminal on paid tickets before passing the established state controls.
Tickets are purchased at ticket offices and payment terminals in the passenger terminal building (Block "B" of the MFZ) and in a special window at the cargo terminal. On the electronic ticket are applied: QR code, visitor's full name, IIN.
The ticket price is approved by the administration of the Center and includes passenger transportation by a single operator on special buses along the established route from the passenger terminal building to the Center's facilities and in the opposite direction, as well as the cost of transporting luggage up to 25 kg. Travel by taxi of a single operator in the direction from the Center to the passenger terminal is paid additionally.
By purchasing a ticket, a visitor to the Center confirms familiarization and agreement with these Rules.
The exit from the passenger terminal building for further travel to the Center is carried out through automatic turnstiles, after bringing the QR code on the purchased ticket or a special magnetic card of the visitor to the reader to the scanning device.
When passing the border (passport) control, an employee of the border guard service puts a date stamp on the electronic ticket, indicating the passage of the state border.
In the passenger terminal building, individuals undergo the following types of state controls:
Passengers are boarding buses, taxis and other PBX in specially designated and marked with road markings and road signs, in compliance with the traffic regulations of the Republic of Kazakhstan.
Boarding of persons arriving as part of organized tourist groups, as well as persons with disabilities (upon presentation of a certificate), is carried out in separate buses specially allocated by a single operator, with the participation of employees of "Korgas-Commerce" LLP and responsible persons of a single operator.
When leaving the security zone in the direction of the Center, the border patrol checks the presence of valid documents from the passengers of the PBX and carries out a pass to the territory of the Center.
Disembarkation of passengers from buses and taxis is carried out in a specially designated place and marked with road markings and road signs, in compliance with the traffic regulations of the Republic of Kazakhstan on the Kazakh side of the Center, next to a special crossing.

3. Baggage check-in at pick-up points for moving across the customs border
If the luggage (purchased goods) of a visitor to the Center exceeds the established dimensions of hand luggage (no more than 5 kg), as well as the norm of "one hand luggage per person", the visitor of the Center undertakes to hand over the luggage to special reception points before boarding a bus, taxi or other PBX for the direction to the passenger terminal baggage of a single operator to move it through the customs control line and deliver it to the baggage claim point (baggage terminal).
4. Departure of visitors from the Center. Arrival and entrance to the passenger terminal.
The departure of visitors from the territory of the Center in the direction of the passenger terminal is carried out only by buses, taxis or private PBX that have received a special pass.
Passenger communication from the Chinese part of the Center for the direction to the passenger terminal is carried out by a special bus route, which prohibits the carriage of baggage that exceeds the established dimensions of hand luggage, as well as the norm "one hand luggage per person". Boarding of visitors to the Center in buses, taxis and other PBX for the direction to the passenger terminal with luggage that exceeds the established dimensions of hand luggage, as well as the norm "one hand luggage per person" is strictly prohibited.
The passengers of the PBX, directed towards the passenger terminal on the territory of the CHECKPOINT-1 Complex, disembark from the transport and pass the disinfection barrier of sanitary quarantine control on foot.
Disembarkation of passengers at the passenger terminal from buses and taxis and other vehicles following from the territory of the Center is carried out in a specially designated place and marked with road markings and road signs, in compliance with the traffic regulations of the Republic of Kazakhstan, directly in front of Block "A" of the MFZ CHECKPOINT-1.
The entrance of persons to the passenger terminal Block "A" of the MFZ is carried out through a full-height turnstile under the control of the administration of the ICBC "Khorgos", a special unit of the security service and with the assistance of law enforcement officers (Khorgos police Department) to protect order and comply with the norms of these Rules.
In the passenger terminal building, individuals with hand luggage traveling from the Center to the territory of the Republic of Kazakhstan undergo the following types of control:
